Bird successfully completed the Darlington Waste Management Facility’s Used Fuel Storage Structure 3 (SB3), achieving a significant milestone as the first OPG nuclear storage building constructed under ISO 9001 standards. This transition from the previous N299 standards for spent fuel storage led to notable cost and schedule efficiencies without compromising quality.

Bird’s approach demonstrated our expertise in applying a fit-for-purpose graded strategy, driving cost optimization and project efficiency. By self-performing most of the work, we effectively reduced project costs, including eliminating the need for under-slab insulation, while upholding high-quality standards. The design-build contract enabled Bird to deliver a comprehensive range of services, encompassing civil works, underground utility installations, final grading, road construction, and exterior fencing.
In close collaboration with OPG and Stantec, Bird integrated essential interface design elements within the project’s initial scope, ensuring seamless compatibility with installations by future nuclear vendors and retrofit companies. This proactive approach facilitated a smooth transition to subsequent installation phases, underscoring our commitment to innovative, cost-effective solutions and effective partnership.
Utilizing VDC and clash detection tools, we optimized the design and construction processes to enhance precision and efficiency. Flexible work shifts were implemented to expedite foundational work and minimize the impact of winter conditions, while early engagement with suppliers improved cost efficiency and design alignment. This integrated approach resulted in the successful, timely, and cost-effective delivery of the SB3 project, solidifying Bird’s reputation as a leader in high-quality, collaborative, and efficient construction solutions for the nuclear sector.
