The communication and security systems at this facility are commensurate with the complexity of developing a project to house the variety of inmates being accommodated. The facility ranges from minimum to maximum security for both male and female inmates. There are 350 cells in the various security levels, each with special furnishings and its own facilities.

The project provides the inmates with extensive health care facilities and also recreational areas such as outside courtyards and a large gymnasium. The cell wings are constructed using a combination of precast concrete, cast-in-place concrete and masonry. These products are combined to provide highly secure areas with architectural features.
