The new emergency operations centre houses The City of Calgary’s disaster services unit and a state-of-the-art operations room. The facility is self-sustaining for up to 72 hours by providing 'off-grid' power and water, food storage, and cleansing areas for those managing municipal operations during an emergency.

Prior to construction, the team demolished a clubhouse, garage, and community building before performing the shoring and excavation to place most of the two-storey facility almost 11 metres below ground. Bird used an economical earth retention system in difficult soil conditions, which consisted primarily of clay, underlain by wet silts and flowing sands. Bird utilized shotcrete as the earth retention system, which allowed for zero ground loss and minimal water infiltration around the site.
