The two-storey expansion originated as a construction management contract for Bird converting later to a stipulated sum project. As a result of the initial construction management contract, Bird was heavily involved in both the design and budgeting processes with the owners and consultants.

Located on former farmland, deep excavation was required to attain sufficient foundation bearing. Adding to the existing building’s precast concrete panels also proved challenging. All of the panels subject to modification first underwent an electromagnetic scan to locate each panel’s structural components and ensure their integrity would not be compromised. In order to ensure this and subsequent work did not interfere with the centre’s daily operations, Bird was able to defer substantial activities to nighttime work shifts.
