The raw water pumping station project involved the completion of a portion of the main concrete structure for the new water treatment plant facility at the city of Winnipeg's Deacon Reservoir. Commencement of the project required a significant excavation complete with shoring around the perimeter.

The foundation consists of over 200 precast driven piles. The main structure consists of approximately 3,135 cubic metres of cast-in-place concrete including 1.2-metre thick concrete walls that are 12 metres high, a cast-in-place suspended concrete roof 12 metres above the base slab, and concrete columns and beams towering approximately 22 metres above the foundation slab. The entire structure was water tested in a number of stages and included the application of an exterior waterproof membrane prior to completing the backfill of the structure.
