The facility provides a range of laboratory services for the health centre, medical clinics, nursing homes and other health-service centres within the Brandon Regional Health Authority. It is also the referral centre for 117 rural facilities across Manitoba including smaller laboratories and northern nursing stations.

By providing pre-construction services to the Health Authority, Bird was able to organize the project into four phrases that mitigated disruption within the active building. The first phase involved the construction of a one storey addition and basement followed by the second phase, the redevelopment of the existing labs. The third and fourth phases encompassed office redevelopment.
