The purpose of the facility is to bring together all of the departments of the Winnipeg Humane Society, which were located in various parts of the city. Included within this structure are administrative areas, animal holding areas, a boutique, veterinary clinic, operating rooms and resident apartment.

When Bird began construction, issues were encountered regarding soil conditions. The site was covered in water. The situation was further complicated by the LEED requirement to preserve all natural vegetation in the unused areas of the site.
